I'm not sure what the difference is, in detail, but I do know that I've been quoted from $18K to $25k to convert my euro to US specs.

Apparently there are DOT and EPA requirements...

The Euro series included GTS and GTB models (93-95?) with a taller intake plenum. I believe they also had less restrictive emissions equipment. The GTS & GTB made about 20 hp more than the 89-92 TS & TB US models IIRC.

Euro models did not come with the plug-in button (or dash lightbulbs) to read ECU codes but those can be added. I have also heard the bumpers and doors on US models have additional material/bracing in them to meet US impact standards at the time (i.e. heavier bumpers and doors than Euro models).
