After installing new head studs and nuts is it necessary to re-torque after running the engine for say 500 miles. I hope not. These are ARP studs and nuts. How about using locktite instead of the sheet met tabs.

I have not re-torqued the heads on the three times the heads were off. This question has come up a few times on this Forum. Some did and some didn't. Does not seem to matter.

Exactly where do you wan't to use Loctite? It depends on the unscrewing forces, whether the part is regularly taken apart, which Loctite. Ferrari book is good on torque for various fasteners except for 6 mm bolts. 1.3 is closer there. Most torque wrenches are calibrated in Foot/Pounds and Newton/Meters. Book is in Killograms/Meter. 1 Newton is .1 Kilogram so multiply book numbers times 10 to get a number for the torque wrench. Torqued bolts stay on except when a gasket is involved. These need periodic re-torqueing.
