Couldn't tell the size by the pics but I thought it was one of those oil filters where you'd use a roll of toilet paper as the filter medium. What a good idea that was.
Like Mr. Helms, I immediately thought of a device to remove air air from the coolant. The "filter pack" throws me though...
What does it weigh? Could make that ol' Miura significantly faster when you toss it. Is it spliced into a heater hose?
Coolant filter/anti-cavitation additive. Commonly used on diesels due to extended service intervals. Allows the extension of coolant service intervals by replentishing the additives within the coolant. Also helps eliminate cavitaion on the steel liners which will eventually cause liner failure (almost exclusively a diesel problem) Someone felt the need to add one to this vehicle. I am not to fluent in the Muria or its problems but perhaps this was to address a known concern of corrosion or electrolysis within the cooling system.
If you go to here: http://patft.uspto.gov/netahtml/PTO/srchnum.htm and type in the patent number (which I cannot read well enough, otherwise I'd do it) it might get you a lead.
