    If it's like some other race series, and I imagine it is, the remaining fuel is pumped out before the car is weighed.

    Yep: that was the three race suspension for BAR in '05: they had a "fuel manifold": effectively a staging tank to keep the fuel feed from "unporting" in turns (just like a Ted Smith Aerostar), BAR counted it part of the fuel feed system, and didn't empty it. FIA counted it a fuel tank, emptied, it, and the car was then underweight.

    Massa is a racer! he knows that things happen during a race that can effect the outcome. He will spring back and win the WDC!
