No. They were never ILLEGAL, they have been legal all along. You said the original decisions "mean nothing" until the appeal is finished. This is not true. The burden of proof was upon the other 7 teams to overturn the prior 3 rulings showing they were legal. If you are convicted of a crime and you appeal, you are still convicted... the conviction doesn't go on hold until your appeal is finished. The burden of proof is higher on an appeal if you want to overturn a previously decided issue. The diffusers have always been legal from the beginning. 7 teams sought to overturn the three prior rulings, but were unsuccessful. The diffusers were legal to begin with and have been legal all along.
