I like this comment, kind of supports the thinking of the FIA:

“Potentially, there will never be a better time to enter the F1 arena,” said Litespeed team principal Nino Judge. “The FIA has so far not only been bold in introducing the budget cap, but has evidently thought out the long-term prospects of this globally captivating sport. There is space and a need in the arena for independent teams and the technical leeway given to the budget-capped teams allows for a competitive performance within the financial parameters.”

Well, that is a problem isn't it. Why would sponsor dollars go towards the high budget teams once low budget teams can be competitive? Likewise, it will be harder for the big budget teams to justify "internal" dollars to the board.

So, while true (there will probably never be a better time to enter F1), there will also probably never be a harder time to remain in F1 as a big budget team.

Names like Ferrari, McLaren, BMW et cetera have been around long enough and thus have more draw than say, Force India.
