I'm guessing that the new teams that were picked are prepared to go substantially above the proposed cap, or at least live with the existing teams not being restricted by it. Any team requiring there be a cap, 1 tier or 2 tier, would have been left out.

    Thirteen teams -- bad omen?

I thought bernie told USF1 to change that name.
usf1.com redirects to a usgpe.com "coming soon" page.
Does that make their entry conditional? ;)

That, or FOM is changing the series name: From formula one to ... "formula lost".

They were speculating 26 cars, but the entry list is quite surprising. Is this the final entry list?

My read is that this is the threat list. Max is trying to divide the FOTA teams. He lists Ferrari and the Red Bull teams as "in", five teams as "have till next friday to drop their conditions", and tells the press that they're still evaluating new teams (even though they've filled the 26 spots).

He's trying to isolate five teams to tell them they can be replaced.

He lists Ferrari, RB, and STR as without conditions -- he knows he can't replace Ferrari with a start-up spec car team. And RB/STR is common management. (And those teams include half the top drivers (in terms of fan base) in the series.) Max may say that F1 can get by without Ferrari, .... but it's another matter to get by after suddenly losing Ferrari, Kimi, Massa, Vettel, Webber, and Adrian Newey.

But if he can get the other teams to fold, he figures Ferrari and RB/STR won't be able to hold out alone.

That's what it looks like from here.

With this kind of Machiavellian garbage going on, I don't think I'd want to drive in this series however it turned out.
I wonder if it might be time for a walk-out by the drivers --- to call for a racing series, to replace the mud slinging politics series.
