Probably the former. Hiring another driver (Badoer, Alonso, etc) probably represents a real threat to his seat at Ferrari. Schu is clearly a stop-gap solution to fill an immediate need. I can't see him returning to drive full-time at 41 years old. Has there even been a 40 year old driver in modern F1?
If more teams leave F1 this soon won't be a problem as the remaining teams will have to field three cars each in order to fill the grids.
