I have some Morgans I want to get graded.

What is the best company to use?

How much should it cost per coin?

I have one coin that was passed down to me graded by PCGS, I've been told by a couple of people that it should grade higher if it was regraded. is this a common practice (to regrade coins)?

    thanks

    PCGS is most respected

    $40 each

And old holders... some say send it in for regrade could be benficial.
DO NOT 'crack it out' of old holder, leave it in the holder and have it regraded by PCGS

PCGS is the most respected. Regrading is a common practice. You don't mention who the "couple of people" are but if they aren't full time pros, I would be skeptical. The cost varies with the value of the coins. I'm an authorized PCGS dealer myself but I would recommend you go to PCGS's website and find a dealer near you. Most silver dollars are not worth very much.

they were coin dealers that said to get it regraded.

the graded coin is a 1885-cc MS63, I was told it should be a MS64 easy.

the ungraded coin is a 1894-O in better condition than the CC.
