Are the fog lights on a relay and if so. which one is it?
Fog light fuses and relay are located under the cover on the left side (drivers) trunk, above the wheel well. The location of fuses and relay are printed on a sticker on the back side of the cover. It is also in the Work Shop Manual pages L27 to L31. Probably in the owner's manual as well. Have you checked the bulbs first? It is possible for both to go very close to the same time... Fog lights, low beams and horn all use the same relays, so you could swap them around if the fuses and bulbs check out okay
When you swap the 2 identicle relays, it may solve your problem because your fog light relay may be getting a little stiff. The headlights will draw more and cause it to work.

The one closer to the front or left when leaning over the fender. They are both square grey plastic. The top(on both) are marked... 12V 20/30A 0 332 209 159 BOSCH They are the two farthest away from you. Your set up may be slightly different because up here in Canada the fog lights are also the daytime running lights.
