Really, the new refueling coupled with the tire rules are far better because it *forces* people to make the pass. It's greatly reduced the number of pit stops per race and therefore allowed less passing via pit strategy (which is not entertaining). I'd rather see Vettel parked behind Alonso for 30+ laps than see him pass in the pits.
