Is it ok when balancing wheels with splines for the cones from the machine to come in contact with the splines? I would assume it is ok but just wanted to make sure.

Yes. Depending on what type of wheels, it is most accurate to chuck them the same way as done on the car. I have both Dayton and Boranni knock off's that I center bored so the outside is jigged via the outside of the wheel as per on the car, as that is the only machined surface on that side.

Good idea, I've seen some shops really struggle to balance knock-off wheels.

It is a good question and a good idea to make sure. I have my own balancer but when I had my new tires put on I let the shop do it because the manager showed me how they would be done so I trusted him. By the way the manager did them himself, would not let anyone esle touch them. This was at Discount Tire! But I am not sure they would all take the same care.
