What are you trying to do? It's a physically dangerous area so the "best" way, and the "best" configuration to be in, may be different and/or be interrelated.

If you literally mean you want the headlight buckets up, headlights "off", and parking lights "off" (and then just admire it from afar):

    Remove parking lights fuse.
Rotate stalk knob to raise headlight buckets (headlight stalk in upper position).

but I would never, ever work in the headlight bucket area when it's in this configuration -- way too dangerous -- i.e., the fuse(s) and/or relay(s) controlling the headlight bucket motion must be removed, and, even then, never put a finger in the beast's jaw.

    Hi Steve
Just wanted to change out the bulbs to a newer brighter bulb and some gen. cleaning. On my corvettes there was a bypass that opened the door. I'll just do it with the lights on.
    Thanks Bob

I am not sure about this but if you open the front hood, I think there are twist-knobs to manually open them. However, I have no idea if you need to pull the fuse first, and what the dangers are. I suppose you could just disconnect the battery to be on the safe side.

+1 -- disconnect the battery and raise them with the manual finger knobs (or raise them using the stalk knob and then disconnect the battery). You don't want to be working on them in an "armed" state.
