    Yes, it's adjustable -- not in a way that the driver can do it instantly, but after removing a dash panel and using a couple of wrenches. Many get tipped up away from being more vertical (a mistake ;)) to give more legroom underneath. One of the two large mounting bolts in this SPC diagram (items 23 -- there are 2 even though only one is shown in the diagram -- note the two mounting holes in the housing) is in a hole in the corresponding bracket and acts as the pivot; the other rides in a slot in the corresponding bracket (like an alternator adjustment arrangement); and the item 3 -to- item 4 joint is a telescopic splined joint to accomodate the length change needed as the angle is changed:

    I need to do this as my steering is way more horizontal than I would like.

    I adjusted the steering and it now makes turning in easier.
