Have you tried giving it a little help. The 355 headlights have problems with the motors sometimes. Every once in a while mine will get stuck or wont go up of down. I just give it a little help this way or that and it un-sticks. I have also read that the alignment of the linkage is sensitive and can make it stick like that if slightly off.
I recently had trouble where one wouldn't go up. I attribute that to not using them often. Pop the lid, reach down to the manual knob & give it a few twists. Watch your fingers! That unstuck it for me.
As mentioned, twist the black knob on top of the headlamp motor and it should operate... If the problem, persists it is most likely the lift motor. The internals corrode after awhile. My drivers side motor has recently started acting up as well. It will come up half way then pop a fuse.. frustrating.
