400i left head lamp pod won't go down

The left headlamp won't go down except by turning the motor knob. All new relays. However on checking the green and black solder points inside the stalk control lever knob, the black wire was broken loose. Re-soldered, but still no down action. Aso, I find, that in fifteen years of ownership, the spring and ball bearing in the stalk knob are missing. Could this be related to my problem? Thank you all in advance. Jq.
