I assume that the 107% rule will be in effect for this season. Given the new formula and the anticipated disparity between the teams will it be waived for the first few races?

I don't think it should be.

I only think exceptions should be given to cars that have shown to be competitive (within 107% anyhow) earlier in the weekend and perhaps for a technical reason couldn't do it in quali. It's fairly obvious when a car is competitive but couldn't make it for whatever reason, which is fair.

If a car is definitely 107% outside, it's a simple case of better luck next time. That's why the rule exists.

Good question! It's certainly still in the sporting regs, but as always, that rule is 'at the stewards discretion'..... If half the grid is all the way off, you can bet they'll be allowed to start!

Having said that, give them a few days, and I suspect they'll all bunch up.

So much for it being a 'spec series', huh!? ;)

    Cheers,
    Ian

I specialize in opinions and analysis not data.
    ;)

Thing is, I can't remember the last time a car was disallowed.
I remember cases where exceptions were made

    Marussia 2012 IIRC.

Also I don't know why it's not more enforced. I can understand leaving it to the stewards discrestion. I can understand allowing a team who failed to make the 107%in if they were blocked or something, but if they simple fail to make 107% during quali in clean air they shouldn't be allowed to start.

I'd be really disappointed not to see my teams (I'm a back marker guy) start, but as I see it the 107% rule is fairly black and white and there for safety. Either you enforce it nearly 100% of the time or you don't bother.

I think the application of the 107% rule has been fair since 2011. The only team to be excluded so far has been HRT in 2011 and 2012. Both events the times were in the 108-110% range.

If the rule was black n white Massa would of been denied race entry in Monaco last year because he didn't set a time.

Murussia broke the rule in 2012 but were allowed to race. Karthikeyan also broke into a 110% time back in 2012 and was allowed to race. This is one of the rules that stewards discretion is important.

Definitely it was a HuRT and Narain would be my guess.

Narain would have missed the 107% target in last year's Red Bull...

You're confusing Narain with Karun Chandhok. Karun was half decent at least. Narain was just terrible. He once didn't even make 110%.

Karun is very good at commentating too. Does get the odd driving gig...

The last time a car wasn't allowed to race due to this rule was indeed the 2012 Australian GP. In fact both HRT cars of Narain Karthikeyan ans Pedro de la Rosa were not allowed to start the race. The last time before that was the 2011 Australian GP and it was again both HRT's that were prevented from racing.
The rule first existed in the 1996-2002 seasons, during which there were 37 cases it was broken. Of these, thirteen drivers were allowed to start the relevant race due to "exceptional circumstances". The rule affected 23 out of the 116 Grands Prix in which it applied.
The second period was 2011-2013 when there were 31 cases. During this period only the 4 instances mentioned above for the HRT drivers actually led to a race exclusion.

I believe my fellow countryman Alex Yoong single handedly convinced the FIA to remove this rule back in 2002 or 2003, after failing to qualify almost all of his F1 races.
