"Charge" would add more charge, but it seems like hitting "boost" would stop the drain on Kers and cause the system to top off more quickly.
Correct me if I am wrong but…..I've yet to read about a 'boost button' on LaFerrari. I get the impression that if you wanna go faster you mash the pedal down more. The BEST 'boost button' is your own foot.
If you're not in boost mode in the mclaren and your foot is all the way down then you will get 100% of the power from the ice and electric motors. If you're in the 918 and you put your foot all the way down does it not give you 100% of the power all the time? I would guess that at the very least in hot lap mode that the 918 is already giving you 100% so their push to pass button won't do anything more in those circumstances? Also if it has run out of battery power (for example down the Döttinger Höhe straight at the end of its lap) then it won't work there either
If you don't use the IPAS button at all then I guess this is true. But I think the charge button does it quicker due to the over revving of the engine.
I think that it's nice to have the option. If your friend is sitting next to you in your new hybrid hypercar and asks what the point of the hybrid is and what affect it has on the performance, you can simply user the IPAS to give them a real shove in the back and show them. Everyone that has used it has been really impressed. As I said I think it is purely for fun. Why would you not have it?

then that IS a problem there is no way on earth the ferrari will ever come close to p1's lap time, on any track other than a dragstrip and even on a dragstrip i'm not so sure

Ferrari have nothing to prove. They didn't make any claims that the LF would "break all the records" so I'm confused as to what it is that you think they have to prove? If they claimed that they smashed the record for the Nurburgring but stated that they would never reveal the time or provide any evidence of it would you take their word for it and believe them?

That's a rather stupid thing to say given that noone knows what each car is really capable of. Having said that, the LaFerrari should be a lot quicker down the dragstrip based on their factory 0-300 kph times.
