    What?! I thought this was all regarding CA strict emissions, not including safety requirements. That is insane. Where do they keep all the data of what each car ever permitted came with and who has the manpower to inspect it all? And yeah, besides the outdated standards of the equipment, they seem to be approving old seatbelt webbing.

    Would be surprised if I ever get pulled over and cop informs me the bumpers on my 77 Lancia are not US spec or know my Ansa is not factory exhaust.

    Commonwealth of Virginia has a statute that vehicles cannot emit sound louder than from factory but has no data of factory decibels or how to measure them.

    Love the Lancia BTW. Fulvia is the only front driver I have ever liked. I assume it has an HF spec motor? Very cool.


    California's zealots in Sacramento are not friends of the automobile. It will only get worse. The more older and special interest cars they can push off the road the better they like it. Hybrids and electric cars they can tolerate for now but any older car is seen as far too damaging to the environment. If it was not for loss of votes they would just ban pre 1996 cars outright.

    I'd probably just start a Montana LLC and register it to that and see how long you can get away with it. Not like it is going to be a daily driver.
    Or get a dealer license and hang a dealer plate on it. Lots of collectors in this state are doing exactly that.

    I think the issue is importing into California. Just import into another state and then transfer title to CA.

    The state of the state is all about making sure everyone is in violation of a some type of law… mission accomplished.

    No it's not. That's why the very few 288's that have a CA BAR label in the door are worth a premium. They are the only 288's you can register in this state.

    BAR door labels are all old school and grandfathered in not sure what that has to do with any of this, the laws have changed so yea those are special. Were talking about importing today…..shrug

    Thanks for the kind words about the Fulvia, much appreciated. It has a "standard" 1.3S engine from the factory. The 1.3 HF spec engine is the way I will go, or close to that spec, if I ever decide to rebuild the engine. This particular model was produced to commemorate Lancia's 1972 Monte Carlo Rally victory.

    Does the story have a happy ending?

    A friend of mine recently imported an 80s Citroen from Canada. He got the run around and went to see the referee. The referee said that he should take the car to some shop (can't remember the name) in southern CA and they will federalise it. Funny thing is he calls them and they said they don't work on cheap cars. So he tells the referee this and it goes quiet for about a month. Then the referee calls him and says the shop will do the work now :) Apparently its about $5000. But they aren't doing anything. They are just going to put a sticker on it.
