    This thread title is somewhat misleading.

    The owner says it was a 1985 Defender, but the document they show with a list of Defenders and their address and VIN highlighted (probably given to them by the DoHS) shows it was a 1996 (maybe 1998 because the camera moved quickly). The reason for seizure was using a false VIN to illegally import it as a 25+ year old vehicle that is exempt from EPA and DOT requirements rather than an 18 year old (at current), which requires these.

    It basically was seized because it's an illegal import with false VINs. Not really seized for failing a smog test and driving on the road. It's not uncommon to read about cars being seized for illegal importation. If this really was a 1985 Defender, it wouldn't be a problem.
