Since the question has been clarified, I'd take Bottas or RIC. (If I had to pick just one, it would be BOT). Given where they are on the experience/results curve they should surpass everybody in a year or two, as long as they don't make any stupid contract moves.

Almost anyone, I hope, would have understood that "leading driver" meant Number One driver.

No where in the thread title nor the post says "leading driver", it says "team leader". A driver should not lead the team. The principal should. If you are going to favor a driver which is essentially what you are saying, then it should be when one has established a better chance than the other at winning the title or placing higher in the points than the other driver.

I think you are unnecessarily splitting hair and playing with words.
I understood straightaway that "team leader" meant "leading driver", why couldn't you?

As for having a designed Number One driver in a team, the practice is as old as motor racing. He is often chosen in function of his experience, previous record, etc... and is trusted to lead the development of the car. There is nothing new under the sun.
