The screw is very unlikely to be missing. Its located in the arm itself. Its easiest to locate the hex driver into the screw if its a ball-ended type as you cant see what you are doing. Or grind the end of a flat driver so there is a slight ball on the end.

The hole should be sealed with a screw-in plug after adjusting as the open hole will of course affect the mixture.

Not sure I understand your photos -- that could be the mixture screw (and it would be a shame if the female 3mm hex was stripped out). This figure from the 281/83 WSM shows a cross-section of the airflow metering device and how the mixture screw is in the pivoting arm as Andy described (the added notes in the figure were from a different, but similar, thread):

The beige-colored "brick" ECU is for the thermocouple for detecting an overheating cat (not the O2 sensor) -- it has no serious impact on the runability, but, if you do have a working cat in place, it is dangerous to not have that system working. Wouldn't surprise me if your O2 sensor was unplugged (based on the level of molestation present). Seems you have a lot to straighten out ;) -- Good Hunting!

I have a leftover 1985 metering system/fuel distributor w/lambda (US) complete for sale if needed.

Hi Kevin. some interesting reading. I have just purchased my first Ferrari 308 qv, 3 months ago and have just had the exact same issue, after replacing the fuel pump/check valve and filter. I too discovered this pipe off and put it back on,I had major starting issues, ran really badly when I got it going and fixed the problem by pulling it back off...
Can you shed some light on what you ended up doing to get this pipe back to where it belongs please.
    Cheers
    Dean (NZ)

My 308 is euro spec, I don't think I have a thermocouple( no catalytic converter).
look forward to hearing from you. If I have any luck also I'll let you know.
