There isn't one. The key switch operates the starter solenoid directly.

Holy crap what luck to find this thread.
Had my 91 348tb out for about a hour drive yesterday and stop to see a guy about detailing my car at our local Ford dealership. When I tried to start my car nothing happen yet the radio and panel lights all seem to be well powered. I keep one of those small starter assist units in my car as backup, connected it to the battery and still no solenoid engagement. Tried to speak with the service manager on getting some help but he was preoccupied dealing with other projects and phone calls, no one in the service department offered to help me which I was very willing to pay for.
Very embarrassing to be park at the service center door with hood open and car won't start, after about 10 minutes sitting there the starter solenoid finally engaged and engine stared.
Won't be doing any business with them in the foreseeable future, I will try this great write up on installing this starter relay.
I got more help on this forum than from some large dealership who's owner I know.

    Hello,
I opted for a start button under the rear cover.
I made a derivation by coses on the neiman starter, which I connected to a push button, which I fixed in the lights of the fixing of the Air box.
I added a protection by fussible and connect the cable to the terminal board +.
Even if the battery is low to the point of having nothing at the end of the key.
With this solution, I got out of some bad situation

Is it a common problem? One doesn't hear about it very often, for the 348 anyway.

However, it is a common problem with the Mondial (8, QV and 3.2), mostly because of the fusebox failures.

In my case it was the 9-pin connector at the left side of the engine bay. The thick white wire at this connector is the one going to the starter solenoid. The pin and socket for this wire were corroded/burned causing intermittent no-starts. Initially, I took both sides of the white wire out of the connector and connected them to each other using spade connectors. Never had problem thereafter.

Later I replaced the whole 9-pin connector with a slightly bigger waterproof AMP connector which has two of its pins/sockets much thicker, one of which I used fgor the starter solenoid wires. The pins and sockets of the original connector appear to be too smal for the high current to the starter solenoid and conector does not seem to be waterproof.

    Pretty basic circuit.

This schematic is representative of the early 348s. Just follow the white wire from the ignition switch and as it passes through the fuse box (behind the passenger foot well floorboard - Connectors A and D), then Connector 115 (Round 9-Pin, left side of the engine bay) and ending with the starter.

You can zoom in for details on the attached pdf.
