Australia has various "Nanny state" rules such as "P-plates" that must be displayed by drivers who have held a driving license for less than 3 years. It allows the local police to more easily issue them with a ticket/moving violation. 70% of Australian police resources are used up giving the local population fines. They are great revenue raisers.
