Annual service will run you ~$1400
Define "tune up" please, as this could be literally fixing anything wrong.

What "should" be the cost? Is this a trick question?

Ten years ago OP lived in California so my guess is his question is what is a typical price for the various services on a 360 locally

At a guess this has been asked and answered in 360 and/or California sections but maybe not recently

Kinda confusing. Dealers and independents services are not consistent and can vary in content. You state "oil and filters"...which filters? Oil filter obviously...cabin filter, engine air filters?
Here is what I see at my local dealer:
    1) Annual service: oil and filter change, along with brake fluid flush ~$1100
    2) 2 year service: oil and filter change, brake fluid flush, power steering fluid change, coolant change, transaxle fluid change, cabin filter, engine air filters. ~$2200
    3) Major service: 2 year service, plus timing belts, accessory drive belts, spark plugs, tensioner bearings. (there can be a lot of add ons, depending on the condition of the car; water pump, coolant hoses, fixing fluid leaks, valve cover gaskets, etc)

    I voted "two" :)
