should I assume that the hydraulic lifter system on 355 engines mean there is never a valve lash adjustment necessary? do the cam followers or buckets wear and eventually need replacement?

Correct. You never adjust the valve lash. However, you may need to rebuild/replace the valve lifter bucket if it/they ever fail leading to ticking noises.

so its a binary issue? how common is it for a bucket to fail? age or mileage issue?

I have actually not met one that needed replacement yet, but I know they are out there. You remove the cam shafts, push on the lifters, if they give at all you need to replace them or rebuild them.
