The event is listed as a "classic" car show, so my interpretation is that they're looking for cars up through the "chrome" bumper era. For instance in 1978 the Camaro featured a new body colored urethane front and rear bumpers. So the organizers would prefer to have 1977, or older, Camaros with their chrome bumpers. Just my best guess .... but I'm really old, and "no rubber bumpers" may mean something altogether different to the young folks. Only twenty minutes from my house so I may go just for a walkabout. Plus they're having a horse versus horseless carriage race around the track. That's not to be missed if you love horses. I'm cheering for the horse!
I looked up rubber bumpers in google and all I got were those protective bumpers you put on nice cars when you valet them in NYC. Your explanation makes sense.
