I don’t mean to be argumentative, but the whole point of a carnet is to prevent paying duties or taxes by promising to export whatever it is that you are importing. IOW, it’s paperwork that trails and accompanies a temporary import to ensure it gets exported in a timely manner. Carnets require the items to be uniquely identifiable...generally that is done with a serial number. It doesn’t matter whether the customs official has seen an example before, or not...their job is to match the proper page of the carnet to the item. Carnets have four pages...one relates to the initial export from the originating country. Two is the import into a different country. Three is the export from that country. The fourth is the return to the origin. That’s four times that a separate official is supposed to verify that an item matches the paperwork...four chances for the officials to ask why there are multiple numbers. I’m just skeptical that the numbers were added to “fool” customs...it would not be very difficult to hide the evidence better.
