    But don't the rules say it can be either a carb/2v/QV whatever they get for 28k

    It could also be a GT4 based on the rules. Also, I doubt they will pick a car that costs $28k. The cash equivalent they are awarding is $25k, so they are highly unlikely to award a car valued at more than that. Best bet for the winner is to take the cash.
