A leak in the intake system after the air flow sensors (intake manifold gaskets, etc) would allow air into the engine that is not accounted for. Since the algorithm is expecting less air, it provides less than optimum fuel. O2 sensors in the exhaust mi notice that the engine is running lean, and adjust the fuel trim. this can cause the issue you're seeing at low RPMs but then go away at higher RPMs https://mechanicbase.com/engine/vacuum-leak-symptoms-causes/

It’s been a long time coming but with covid lockdowns, bad UK weather the F430 finally got to my specialist F mechanic. Apparently the hesitating was due to the sensors on the Fabspeed headers not fitted directly in to the main body but via a gas flow restricted adaptor instead. Basically the sensors didn’t have enough fumes/gases to tell the ECU how to adjust the fuel and air correctly. Sent from my iPhone using FerrariChat.com mobile app

[edit] Looks like home made extenders for the O2 sensors on the manifolds. Do you not have a CEL light now or have you not driven the car long enough? Do you have a "tune" on the car or are the ECU's stock?
I'm not that technical so bare with me on this. These extenders came with the headers as noted on the fabspeed website (see pic), apparently they should not have been fitted to this car. The engine light did come on eventually when things got really bad. The mechanic with the Ferrari computer saw all the miss fires and issues. Once the 02 sensors were fitted correctly by removing the restricting extenders (all seized in) and re setting the ECU with the F computer all is working well after the ECU had to re learn. I have driven the car 100 miles now and all seems fine.
Here you can see the extender. I do believe the engine was re mapped to give 411 BHP. This was all done by the previous owner, I've just had to sort it all out. Image Unavailable, Please Login
411 bhp, thats about 85 less than standard. That insulating tape is going to bake and fall to bits, ok when new but keep eye on it to see if it falls to bits. It makes a right mess of the manifold piping when it bakes on. If it does start to fall off, be sure to replace it so you dont damage the handbrake cable from the heat- some people on here have burnt theirs. That is a shocking extender, sensor been doing nothing as so far from the gas.
Sorry fat finger typo, should read 511 BHP Thanks for the info. Since that picture was taken the wrap has been redone and a new handbrake cable left and right side replaced, that was a big job pulling out all the interior.
No, not at all, the cable had stretched so adjustment wasn’t possible so would fail the annual UK MOT test.
