They worked early on, however the mindset was different back then, much more overall compliance. We’re in “lockdown” now yet road traffic volumes are probably 75-80% of normal, my local shopping centre Carpark is pretty much full at peak times. It’s anecdotal evidence but the mindset seems different, it’s a “mockdown”

That's definitely a problem. Without gaol, fines really only affect people with means. None of these people appear to get gaol. Remember when fines were $X or X time in gaol? Those days are long gone.
