It's not hard to imagine the thought process of Chairman Dan. If he allows the GP to go ahead in April and one team member tests positive, then he'll quickly have the bad optics of yet another outbreak. If he says no, he'll please his urban-left power base and have no risk of an outbreak being pinned on him. He has zero concern for the tourism and service businesses that would benefit from the event.
