The FIA always put an ex-F1 participant in the stewards panel, to include a driver's point of view in their decisions. But that doesn't mean that he really "represent" the drivers, or is absolutely impartial.

That tradition (which allowed the Principality and its hotels to artificially lengthen the weekend by one more day) was cancelled in recent years after pressure from Liberty...
They had that with no payment to the F1 owner. Liberty rightly changed all that to align with the normal schedule and now Monaco pays a fee as others do.
Possibly the cost of upgrades is grossly exagerated by everyone. The cost of fabricating new parts is included in the overall budget. The staff researching, designing them and creating those parts are already on the payroll. The equipment exists, etc ... Even without introducing new parts, some components have to be replaced regularly because of stress or collision damage, etc ... So the whole process of replacing parts is constantly going on. I cannot see how introducing new body parts would break the bank. Even if there were NO upgrades over a season, most of the parts on the car at the first race would not see the end of the season ! Having say that, teams have to spread the finances over the whole season, and this is where a strict budget control is needed. F1 isn't different from any other industry in that respect.

Seen pics of the "new" W14 Spec-B with the new sidepods on. It's different that's for sure. Don't know if this track will be a true test for this new car BUT Catalunya should give us a true test of this new cars capabilities.
