    This is exactly right.

Todt joined Ferrari in 93. He got Willem Toet (head of Benetton aero)in 94', Costa (From Minardi) in 95', Schumacher in 96', and Brawn and Byrne in 97' - just to name a few.

Building a team isn't easy. It takes money and certain terms, and most of the time, the recruits are just shopping your number to ask get a raise from their current team, so it's not that simple. Guys like Todt, Flavio, Dennis, Toto, and Horner make it look easy, but it's not.

The UK is not the only racing valley. There are tons and tons of great engineers and designers in Italy, Germany, Spain, and France, who have no interest in moving to the UK. They'd rather work for Porsche, Peugeot, Toyota, Audi, or Dallara. Ferrari have to shake money at those guys and be willing to grow and mature with their talents. That's the true way forward. Outside of Todt, there weren't many English nationals in Ferrari. Most were Eastern European nationals.
