I would assume it's decorative. Car is pictured participating in the Colorado Grand. While the event takes place on public roads, I believe they're closed off and escorted by state police during the drive. For this reason, I think they can use the roads without displaying a current registered plate.
Correct, they were escorted by state police. A quick snippet of 3647GT driving past earlier in the day:
I was pretty surprised sitting in a field surrounded by cows when all these great cars started driving by. I had no idea the CO Grand was taking place. Walden was a traffic jam of vintage Ferrari’s, Gullwings and other goodies. I’m pretty sure the GTO alone eclipsed the total value of the town of 600 people!

Definitely we were escorted by the Colorado State Police, but the roads quite definitely are not closed. Whilst not as, shall we say, lenient as the Italian Police on the Mille Miglia, the guys from Colorado were more than tolerant of sensibly fast driving, sensibly being the key word. A great event organised by a great team headed up by Tom Horan.
