Most of that kind of stuff has been dumbed down so the quality of so many people in the industry is not a barrier to doing some level of diagnosis.

Agree with your premise, and the industry indeed is filled with people who will find a problem that needs their fancy new equipment.

But also, horses for courses. It's difficult to diagnose a poorly terminated CAN bus without an oscilloscope.
