Not to criticize your absolutely wonderful efforts, but painting* any panel that will be recovered with cloth/fabric/leather to be attached using glue may encounter adhesion problems or more specifically, "lifting" of the paint if/when the reducers in the glue softens the paint. This can usually be prevented by leaving the metal bare, have it powder coated or treated with some other coating (including some paints) capable of withstanding evaporative curing agents/reducers found in most commercial/industrial grade glues. *Especially if/when using a quick & inexpensive "rattle can" paints. YMMV.
I agree not to glue the various coverings to a painted surface unless it is epoxy primer or something similar. The glue on the bare metal will act as a decent rust protection in addition to the covering material. A lot of MGA dashes were painted before the vinyl was glued on and most show a lot of lifting as the glue softened the paint.
Dear Guys, Thank you for the great tip. The paint is just a cheap protection on its way to Japan, to avoid rust, as it would otherwise look 'unkempt'. It will be removed there, the client is aware of that already. Originally, in my dash, the metal parts were rust, covered with cloth, vinyl. No high tech products, so in the ROW applicable, here not.
