    Some good news at least.

Are you getting a ground at the relay when you press the horn button?

… and when you jumper the relay socket, does the horn work? (30 and 87)

No and that's my problem. Some more pictures that might help others...

When I check continuity between plug for relay terminal 86 and probe this wire I get 0 Ohms which is what we want. So fuse panel is doing what it's supposed to be doing.

My assumption is this is the other end of that purple wire but my meter doesn't register it is continuous.

So this is not good news. It doesn't really make sense though. Wires usually don't break inside the insulation of the harness.
And you can see from the pictures there's no visible signs the wire is broken in places where you might expect it to be.

Just remembered I replaced my signal stalk 7 years ago when I first got the car and there's a wiring harness that connects. I have to check that junction. Gotta be there... This is my old one.

The purple wire at the back of the relay panel looks a little bent.

Unfortunately, there are no other plugs between the steering column and the relay panel to help you isolate the issue.

Yup - unplugged the harness and tested continuity from junction to back of fuse panel and nada. I like your theory though, let me check that out. Don't know how a wire that is just stationary it's whole life would suddenly break but worth checking.

Wire sems good. I still can't believe there's an open circuit somewhere along this solid wire. Not looking forward to running a new one.
Here's what a mess I've made chasing this down...

I would suggest to anyone chasing down an electrical issue in their car to have some of these paddle connectors handy. The easily plug into single relay plugs and give you something to clamp your multimeter to to test against (or your test light).

I did buy a cheap wire tracker to deal with these sorts of issues, but as soon as the wire goes into a big bundle, you don't know if you're picking up the signal from the wire.... or the wire section that is ok is inducing a signal into other wires.
