More details. The founder of the private company went through enough motions to get his company certified as a quasi-government agency (why does a 5-bus private transport company providing services to elderly need an Anti Terrorism Unit????), so charges were eventually dropped. But it appears they had more "civilian police commimssioners" than they had actual employees.

My boss back in the 1990's had a San Diego Deputy Sheriff badge. Some fine detail on the badge indicated it carried no police powers. How did he get it? A donation to the incumbent Sheriff.

However it is fascinating stories with those Enzo and on all of that being a "police".
