F8 help

Unfortunately my ‘23 F8 was stolen last May from Boardwalk Ferrari in Plano where it was being serviced. The car was recovered in December and thieves put 70 miles on it and looks like car just died and sat for 7 months. I went to Copart to look at it with a mechanic and it threw several codes and he was able to clear them and we started the car twice without issues. Based on these findings I decided to buy the car back from my insurer. I picked it up last week to get it to a local shop, but it’s now saying starter failure. I have Foxwell, Launch and icarsoft readers without any luck for F8 files to scan. I tried inputting as 488 speciale but can’t get codes to clear. I’ve checked all fuses except the ones behind the driver’s seat and one was replaced for instrument panel, but they’re all good. Thieves cut my wires going to shark fin antenna and unsure if that is messing with ECU.

My questions are there suggestions for another ODB Reader I can try and clear codes as I believe it’s an electrical fault since it started 2 weeks ago. It was at Copart for 2 weeks before I picked it up so anything could have happened I suppose. They lift these fkn cars there with forklifts which is the most asinine thing I’ve witnessed. Other question is how can I get the car in accessory mode to put in neutral to get off the trailer? When I try starting it there is one audible click and nothing else. Any help appreciated.
