    Hopefully you all can clarify something for me. I assumed all BBi had running lights in the front bumper. I've come across a few BBi that don't though, which I figured was part of a de-federalization process where some creative liberties were taken (or maybe practical consideration for lack of space due to newly welded metal occupying the space where the light fixture would go). Is this correct, or did some BBi actually come from factory without running lights?

    in germany those have been foglights and also for flashing, but no normal driving lights

    You'd need someone who has an actual print version of the BBi SPC to check this more carefully, but the online BBi SPC at MCP shows that there are two different front fascia parts (item 2) where those lights mount for the D (German) version as romano mentioned -- but, unfortunately, the note in this online SPC seems cut off or truncated:
