They license shops, not mechanics. Except as required to sign off on SMOG, Brake and light violations. Very few mechanics have or need licenses.

Interesting. This is now officially a point of confusion for me. I thought in previous Donnie related discussions this subject came up, and one of the issues that CA might have with Donnie, in terms of the law, is that he's charging for his work without a BAR license. As I understood it this was a no-no. Is that incorrect? Is he in fact legally allowed to charge people for working on their cars without a BAR license?
Lol I knew he couldn't resist chiming in. Narcissist catnip. "John", I can tell you and everyone else the following... despite keeping it for well over a year, Donnie didn't (or couldn't) fix the overheating issue my car. And the work that Donnie did do on my car had to be redone or undone by another mechanic. The 348 fans Donnie installed (without my authorizing it) to "keep the engine ice cold" were deemed useless and superfluous to the core problem. The best (actually worst) part by far was the radiator itself. Donnie told me he was going to have it rodded out. That's really all he was supposed to do. None of this other stuff. Anyway, someone, as I later found out, installed a Japanese radiator core (meant for a Japanese car) into my 308 rad. This core had less than half the cooling fins of the OEM Ferrari core. Could one argue that this other Japanese core was already in there? I can’t prove otherwise. But if that core was already in there and somehow the car had miraculously run cool for the years prior (which it had), how did Ferrari guru Donnie not catch that when he pulled the core out to rod it? Also, Donnie never returned any of the parts he replaced - the original OEM 308 fans he removed, the "bad" core, etc etc. What I can tell you is that when I dropped the car off to Donnie, it was only running kinda hot....around 215 instead of 190. It never red lined or boiled over. When I got it back it from Donnie it was badly overheating and boiling over every time it drove. The mechanic who actually solved the problem after I got it back from Donnie said that violent overheating and boiling over was due to the lack of cooling capacity due to the insufficient fins (ie-cooling area) in the wrong radiator core. He was proved correct. So to recap... Car develops new minor overheating issue. Car gets sent to Donnie. Owner loses use of car for over a year and has to pay 5 figure bill to get car back. Car comes back and is overheating worse than when it was dropped off. Epilogue... Subsequent mechanic figured out the overheating issue in a week and fixed it for $1000. I spent another bundle undoing or redoing the other work Donnie did on my car. And as for "work that's paid for gets done", I paid my Donnie invoices right away. But my car sat in the desert for well over a year regardless. Some fun side effects of being known as a customer of Donnie's (in my experience). ...People start referring to you as a "Donnie Victim" when they introduce you to people at Cars and Coffee events (FUN!). People start telling you their own insane (and not the fun cool kind) Donnie stories constantly. I could write a book at this point. People want to include you in documentaries about what its like to be a client of Donnie (two different ones so far!). These would not be flattering documentaries, in case you're wondering. Lol. As for the rest of the Donnie story.... Matt Farah stated on two podcasts last year (his own and Spikes Car Radio) that he felt Donnie didn’t know what truth, both as an abstract concept and as it applied to his story, was. Matt's words, but I think that says it all.
He needs a license as the operator of a repair shop, not as a mechanic. A plumbing contractor needs a license, a plumber does not.
ah I gotcha. I’m not sure how the law or BAR would view Donnie’s setup in that case. He certainly has a shop, that even now after all of this has multiple client cars in it. And I think he has at least one helper/employee. But I doubt he has any business license, so he may be able to claim he’s an “independent” mechanic? Dunno. Doesn’t matter. Just curious really.
For the sake of accuracy in California there is no requirement to return old parts unless requested prior to work being performed.
For all the good it will do. Its like buying steaks out of the trunk of a car. There is an appeal to some thinking its a better deal because its on the down low. In over 20 years in my own shop not a single customer ever asked if I had a license. Consumers are their own worst enemy.
