    You should be safe from this reach back. I think their idea is about conforming all import tariff rates from the start of the reciprocal tariffs to their finalized position. That’s would be from April 5 I believe.

    I also hope the IEEPA reciprocal tariffs get overturned. I’ll be in line for a refund if that happens.

    I did read there has been a standing Customs rule where they have 314 days for a "liquidation cycle" for the actual duty owed. The ones we paid and forms CARS filled I am now learning for Customs are preliminary estimates and they usually go with those and finalize them at/within 314 days. Otherwise Customs can go after importers within 314 days for more money or return money like in your case so I guess keep in mind that 314 days + your entry date for a refund.
