It is the outer part (ground) of the cigarette lighter.

 

People sometimes replace the funky original ciagarette lighter with a modern socket than can also act a 12 volt outlet. This was part of the original lighter.

 

Also the spring is what holds the cigarette lighter in place. It goes around the body of the lighter under the console.
