Removed the engine cover shield on 2014 Ferrari California and saw what looks like the coolant tank with level lower than the MIN line.

No indiciation of leaks under the car. No indications on the dashboard either.

Any concerns? Should I top it up? If so, can I just top it up or do I need to flush it first?
    What coolant is recommened?

If you don't see or smell any coolant I would not be worried (if the picture was taken with the engine cold), it may not have had enough in the tank to begin with. Keep an eye on the level and take care of it on the next coolant flush or add a little distilled water to the min. line.

The Owners Manual states to use GLYCOSHELL for the coolant. As I recall it is no longer made. Forum search for a replacement.
