Computer mpeg question

I've tried to help as much as I can with computer questions on f-chat, and now I'm the one that needs some help! Please, if anyone can help me, it'd be greatly appreciated.

I have an mpeg2 source that is 1200x720, ~60fps. Converted from a High Definition transport stream. I cannot seem to downsample it to 720x480, 29.97fps (for NTSC DVD format) using TMPGEnc. I use that program almost exclusively for this type of thing, and it seems like most of the rest of the world does too. I just keep getting an error.

Does anyone know of a video editing tool that will resize an mpeg and change the framerate??? Does Adobe Premier do it? Help!!!

I found a program (recommended by someone on that site) that I think *may* do the job. I'm testing right now, and I have my fingers crossed.
