    I'm guessing it depends on the state. In Pennsylvania, you have to have an actual retail location, that meets certain specifications, to get a resellers license.

    They actually send an inspector to see if you can do re-selling in your location.

    In PA, you can get all the info off of the Penn DOT site, maybe Virginia has the same?

    i know here in GA its $3000.oo a year and they want you to have a free standing business, ie no selling from your house. if you sell more than 6 cars a year you are supposed to get a license. whats even stranger is they dont seem to care about old cars, ie i am trying to go LLC for my muscle car business( here anything older that 1986 does not require a tltle , so they dont care much about it ). the locals dont even seem to care enough to approve my business license application. small town politics i guess.
