  1. What should be done to a car that has been sitting for a while with a couple of starts and idles here and there.

    define "a while..."

Basics might be to check air in tires, fluid levels and drive it sufficiently to use up the old gas, then fill with fresh gas.

I would suggest to start driving it regularly...if the car has not been serviced in more than a year, take it in and have all the fluids changed.

  3. Well its been sitting since last october. Its been driven here and there but nothing lately since around may. There is 1/4 of a tank left of gas, Im going to start driving it now its fully detailed etc.

Next time, fill the tank full of gas, if you're not driving it for awhile. The gas will stay much fresher and you won't have problems with condensation forming in the tank.

If it has been sitting since May, start it up, fill it with fresh gas and start driving it. Because the oil and other fluids have been sitting for a year, change that as soon as it is convenient.

    Mainly, just drive it.

And, oh yes, since it is November and you are in Chicago, change over to snow tires! ;-)
