    Not really following your question -- if you're looking for a specific regional section for Utah try the "Arizona & Nevada" or the "Rocky Mountain" sections.

    Where did you see the cars? Did they have Utah plates?? Is that why you wanted to find that state?

    The only people who can trace plates are law enforcement officers and the Department of Motor Vehicles. It may be hard to find them
