The usa 99 does not inject air into the exhaust system at all and does not have a secondary air pump.
That is a strange one. The only usa cars that did not have precats were 99s. What makes that strange is that 99 usa cars did not have air injection.

They did the same thing on the 360. Early cars had a different thick gauge one piece intake tub than later cars.

Assuming I understand what you are describing correctly, that is how they did it from the factory for the 360. Here is the parts diagram.
Go fill up. Keep track of the amount you put in, subtract that from 25 and there is your number.
